It is not a government system. It does not issue credits. It does not approve projects. It does not represent any government authority, carbon standard, or accreditation body. Understanding these boundaries is essential for using the platform appropriately.

External authorization, verification, and credit issuance are decisions made solely by competent external authorities — the NCCC, accredited VVBs, registry operators, and UNFCCC bodies. The platform prepares projects for those decisions; it does not make them.
